Description:
The HSE Manager is responsible for acting as chairperson of the Safety Committee and shall perform the duties of Safety Committee chairperson as set forth below. In addition to serving as Safety Committee chairperson, the HSE Manager shall:
- Administer the SMS Manual and supporting programs
- Oversee, administrate and manage the Risk Management Records
- Administer and oversee the Employee Reporting System
- Collect pertinent safety information from industry sources regarding industry safety concerns that may have an impact on operations
- Plan and conduct Internal Evaluations
- Determine needs for, and coordinate development of required safety training courses prescribed by national, state, and local laws and regulations
- Maintain minutes of Safety Committee meetings
- Maintain a library of basic industrial hygiene, safety and environmental reference materials
- Maintain all SMS records and other documentation generated through SMS activities
- Perform other duties and accept other responsibilities as specified throughout this SMS Manual and supporting programs, or as assigned by the Accountable Executive
- Post safety notices and information
- Reporting the results of audits.
With regard to Risk Management, the HSE Manager is responsible and accountable for:
- Performing Risk Assessment activities jointly with appropriate Department Managers when requested
- Administering the SMS Risk Management Records and assisting Department Managers with their creation of Corrective Action Plans
- Validating and assessing reports received through the Employee Reporting System.
- Performing Follow-Up Audits on Corrective Action Plans
- Maintaining a current and applicable Safety Risk Profile, including risk-mitigating strategies
- Maintenance and security of the companyrsquo;s Safety Risk Management files.
The HSE Manager may delegate duties to other personnel (such as auditors or an administrative assistant) but remains responsible for the proper accomplishment of all duties delegated. The HSE Manager shall, when absent, appoint a representative to serve in his/her capacity, with regard to
the duties and responsibilities of the HTS Safety Management System.
As well there is the responsibility of overseeing the Injury and Illness Prevention Program, with all of the sub programs (hearing
protection program, respiratory protection Program, Heat Related Illness Program to name a few). Additionally, responsible for maintaining the OSHA log
of reportable injuries and filing / management of workerrsquo;s compensation claims.
Additionally, there is the maintenance of the vetting services databases, Avetta, Browz, and ISNetworld, and customer safety requirements such as participation in the SCE Edison safety program,conditional contractor plan, etc.
Requirements:
The HSE Manager shall have operational experience andprofessional qualifications in aviation, including knowledge and understanding of the following:
- This SMS Manual;
- Aviation safety standards
- Safe aviation operating practices.
- An Airline Transport License with a minimum of 2500 hours -
Preferred:
- Three yearsrsquo; experience in a supervisory position with a commercial operator; or
- Three yearsrsquo; experience in a comparable position in military aviation operations.
The HSE Manager should have a working understanding of HTS controlled manuals and applicable regulatory requirements.
The HSE Manager is authorized to open a Risk Management
Record for each identified and validated hazard or safety concern requiring risk mitigation. The HSE Manager is authorized to close those Risk Management
Records for which corrective measures have been implemented, hazards communicated to personnel, and whose Follow-Up Audit results, when so required, have indicated that risk mitigation measures were effective.
The HSE Manager is also authorized to perform Internal Evaluations or Follow-Up Audits in all operations, in all departments. In this capacity, the HSE Manager collects information, observes the operation, and makes recommendations for improvements. The results of these audits, evaluations or recommendations shall be discussed with Department Managers and reported in the SMS database.
The HSE Manager reports directly to the Accountable Executive. Even though the HSE Manager may hold a full-time position, a direct line of responsibility, authority and reporting to the Accountable Executive permits the HSE Manager to perform Audits and Internal Evaluations without
pressure or fear of reprisal from any manager.
The HSE Manager is authorized to call emergency meetings of the Safety Committee when warranted and to establish and modify or revise any
SMS manual or supporting programs as necessary, in accordance with the requirements of the companyrsquo;s SMS Manual and HTS document revision procedures.
