Subcontract/Purchase Order placement and administration on the JASSM and/or LRASM programs in support of Development efforts. This position will be the main interface with Program and Technical Management for the JASSM Development Program. This will require management of cost, schedule and technical requirements in a dynamic development environment with respect to all supplier efforts, including full DFARs CAM responsibilities.
Holds procurement delegation and signs supplier agreements and purchase orders within established authority.
Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, performance specification and complex build-to-print subcontracts for DOD and international programs.
Duties include Preparation of bid packages, analyzes and evaluates proposals, selects or recommends subcontractors, performs price analysis, use of cost evaluations for development of pre-negotiation strategies, leads negotiations, subcontract/PO documentation, Invoice reconciliation and payment, negotiates and coordinates additions, deletions, or modifications to subcontracts, interface with government clients, technical personnel and other functional organizations.
Part of a multifunctional subcontract management teams (SMT/IPT).
Work with program management and other areas of the business for timely conclusion of contract matters and resolution of issues.
Work is performed without appreciable direction. Effects of decisions are long lasting and influence future course of organization.
Requirements: Basic Qualifications:
Must have the ability to obtain a Secret security clearance
Experience with the procurement of specialized materials, complex assemblies, and equipment within Defense industry
Knowledge of acquisition policies and procedures such as Lockheed Martin Acquisition Procedures (LMAP), with associated knowledge of FAR / DFAR requirements
Development and/or Production experience
Demonstrated negotiation skills
Working knowledge of standard contract types
Proficient computer skills including Word, Excel and PowerPoint
Detail and teamwork oriented with demonstrated organizational skills
Strong interpersonal skills
Demonstrated communication skills (verbal, written, and presentation)
Demonstrated problem solving skills, business acumen and ability to make business based decisions
Ability to work independently and in a team environmentDesired Skills:
Experience managing complex subcontracts
Experience leading cross-functional Supplier Management Teams
Control Account Management (CAM) experience
Experience with LM Procure to Pay (P2P)
