Purpose of Position

The Sr. Proposal Manager is responsible for managing and executing New Business Proposals in accordance with individual Request for Proposal (RFP) and program contractual requirements.


Tasks and Responsibilities

  • Develop, manage and execute all aspects of New Business proposal. 

  • Prepare and conduct proposal kickoff meeting and recurring stand-up meetings. 

  • Ensure proposals remain on schedule and internal milestones are met.

  • Interface with teammates from internal functional organizations as well as external prime, subcontractor or partner organizations

  • Analyze RFP requirements and prepare proposal outlines.

  • Develop storyboards, win themes, graphic requests and other proposal artifacts

  • Write/review proposal sections as required.  Edit technical proposals and provide recommendations for improvement

  • Respond to Requests for Information (RFI)

  • Develop past performance volumes and citations

  • Prepare Task Descriptions and BOEs including detailed cost estimating.

  • Work with Finance to establish Work Breakdown Structures (WBSs).

  • Participate in Technical Interchange Meetings (TIMs) as required.

  • Manage and support all proposal activities

  • Compile Technical Proposals, Task Descriptions (TDs), and Basis of Estimates (BOEs).

  • Chair Proposal Reviews and meetings consisting of internal management, technical and financial review of all aspects of the New Business Proposal prior to submittal to the customer.

  • Compile detailed cost estimates for proposals.

  • Support preparation of subcontractor Statement of Work (SOWs), specifications and bid packages.

  • Confer with project personnel to provide technical advice and to resolve problems.

  • Autonomously lead the proposal development process

  • Provide management to matrixed team members during proposal development


Requirements:

Minimum Education
  • Bachelor’s Degree in Business or a related field; or four years combination of education, experience, and training, in addition to what is listed below, is desired.
Minimum Experience
  • Ten years of experience in managing, planning or participating in Department of Defense (DoD) proposals and/or projects.
  • In-depth understanding and working knowledge of Shipley method of proposal development.
  • Familiarity with DoD Safe a plus.
Knowledge, Skills, Abilities
  • Ability to work with a minimum of supervision and be attentive to details.
  • Ability to work constructively in a team environment.
  • Ability to exercise initiative, good judgment and accuracy.
  • Excellent knowledge and demonstrated work experience using the Microsoft Office software: Word, Excel, Power Point plus Adobe Acrobat.
  • Desktop publishing experience a plus
  • Intermediate to advanced knowledge of Microsoft Project, Visio Graphics and other graphics tools.
  • Ability to fluently read, write, speak and understand English.
  • Excellent verbal and written communication skills.
  • Knowledge of Aircrew Training Systems.
  • Knowledge of DoD work environment
